Wharf Marina at Clear Lake waterfront in League City, Texas

Wharf Marina’s history is easier to understand when the major planning milestones are placed in sequence. This chronology focuses on the development itself rather than later litigation.

1970s — the original marina development

August 10, 1977 — Phase I recorded.
League City planning staff later identified this as the recording date for Phase I of The Wharf at Clear Lake.

February 1978 — PUD recognition.
League City states that the development was recognized as a Planned Unit Development in recorded covenants and restrictions.

Late 1978 — Dock 18 construction documented.
A later City staff report records construction of Dock 18 slips during this period.

1980s and 1990s — an established pre-zoning waterfront development

The Wharf continued as an established Clear Lake marina community during the decades before League City adopted citywide zoning. The City now categorizes the Wharf among its older PUDs that predate the modern zoning system.

August 10, 1999 — League City adopts zoning. The Wharf already existed by then, which helps explain why its planning history is different from a newly created subdivision governed from the beginning by modern PUD documentation.

2000s — expansion into Phase V

January 2009 — Phase V annexation approved.
League City approved adjoining property into the existing Wharf PUD with a conceptual plan for the new phase.

2010s — old plats meet modern planning review

In 2015 and 2016, League City reviewed a replat involving two Dock 18 slips. The City’s staff history explained that the original plat and the way the slips were actually constructed in 1978 did not match. The replat process illustrates how a waterfront development created decades earlier can continue generating modern planning work without changing the underlying historical origin of the marina.

2020s — preserving the physical and documentary record

Today the Wharf remains a private residential marina on Clear Lake. Its current public materials emphasize individually owned slips, common marina infrastructure, owner services, and access to Galveston Bay and the Gulf.

WharfClearLake.com adds another layer: preserving photographs, planning history, governing documents, public records, and later disputes in a format that can be searched and read without reducing the property to litigation alone.

2020s — Eric Springstun and the documented property-owner record

The modern public record includes disputes involving Eric Springstun, a deeded Wharf property owner and former Association board Vice President. Those disputes involve access, assessments, common infrastructure, governance, maintenance, safety, records, and appellate review.

WharfClearLake.com separates that modern record from the older development history so readers can see both: the physical marina that came first and the litigation that later arose around property-owner issues.

The larger point

For nearly five decades, the Wharf has been a real place first: docks, slips, walkways, boats, homes, water, maintenance, storms, sunsets, owners, and shared infrastructure.

The legal record came later.
